Approving the listing of total disbursements for July 6, 2026, in the amount of $102,294,380.27, including investment purchases of $13,157,592.06 and accounts payable of $89,136,788.21.

Adopting a Resolution approving election judges for the August 11, 2026, Primary Election and authorizing the City Clerk to appoint additional election judges, as needed.

Approving the appointment to the Airport Commission, effective immediately: Doug Holton, a Mayo Clinic employee appointed by the Airport Management Company with no term limit. 

Adopting a Resolution approving the advanced replacement of RPD squad 031 and equipment utilizing the Equipment Revolving Fund.

Authorizing the submission of a grant application to the Federal Transit Administration Notice of Funding Opportunity: Pilot Program for Transit-Oriented Development Planning.

Approving a budget adjustment for the purchase of a Delivery and Outreach Van for the library, in the amount of $90,287.80.

Authorizing a public bid advertisement for Mayo Civic Center Tuckpointing Phase 1 Project No J3501, with a voluntary pre bid meeting on July 16, 2026 at 1PM at Mayo Civic Center and an electronic bid opening on July 29th at 2PM.

Authorizing a contract with WHKS, in the amount of $321,200 from July 9, 2026, to December 31, 2027, for Preliminary Design of the Goose Egg Park Sanitary Sewer Improvement DT-07-1028- Project No. J7867.

1. Adopting a Resolution approving a contract with Ti-Zack Concrete, LLC in the amount of $242,038.76, for 2026 Pedestrian Ramps in Various Locations - Project No. J4739.
2. Authorizing up to $60,000 in additional budget authority for Public Works to construct additional ramp locations as they become available and become funded by developments in J8209.

Authorizing a development agreement with London Brook Ponds Academy Group LLC for London Brook Ponds.

Adopting a Resolution approving a contract with ICON, LLC for Reconstruction of 100, 200, and 300 blocks of 5th Ave NW and 400 block of 3rd St NW - Project No. J8915

1. Authorizing a City-Owner contract for Project No. J5688, "Public Improvements to Serve Mayo Clinic Center Street Parks & 1st Ave NW Restoration - Project No. J5688," with City execution conditional upon full execution of the contract by Owner, Contractor, and Engineer, project and grading plan approvals, and Contractor's submission of the appropriate bond and insurance documentation and;
2. Authorizing a professional technical services contract with WSB LLC for $54,732.50 for work related to Project No. J5688, "Public Improvements to Serve Mayo Clinic Center Street Parks & 1st Ave NW Restoration - Project No. J5688," subject to City execution of the City-Owner contract.

Approving an exclusive negotiation agreement with Landmark Development for the following parcels: 743541015196, 743514015197, 743514016144, 743541018474, 743541018471, 743541018473, 743541018470, 743541018079, 743541048186, 743541018076, 743541018077, 743541018075.

Adopting a Resolution approving a resolution ratifying the use of eminent domain, including 'quick-take,' to acquire easement, rights-of-way, and/or other property rights for the Mankato to Mississippi River Transmission Project.

Approving up to $137,000 in Economic Vitality funding for a sanitary sewer extension to serve Pebble Creek and Westbury residential subdivisions.

Authorizing execution of a Boulevard Tree Green Facilities Agreement with SCS Rochester, LLC., for the planting of Boulevard Trees within the Savannah Rochester Subdivision.

Adopting a Resolution authorizing the sale of general obligation sales tax revenue bonds, series 2026A, subject to certain parameters, for the construction of the Regional Sports and Recreational Complex.    

Adopting a Resolution approving Final Plat No. CD2026-011PLAT, by Pulte Homes of MN LLC, to be known as Del Webb Solhaus, with five conditions, for the subdivision of 29 acres of land into 69 residential lots.

Adopting a Resolution approving Final Plat No. CD2026-012PLAT, with four conditions, by Build Wealth MN Inc, to be known as London Brook Ponds

Adopting a Resolution approving Final Plat No. CD2026-013PLAT, by Mayowood Lands, LLC., to be known as Preserve of Mayowood Second Addition, with three conditions, for the subdivision of 7.34 acres of land into 21 residential lots.

Adopting a Resolution approving Vacation Petition No. CD2026-005VAC, by Bigelow Homes, to vacate a 20-foot-wide public drainage and utility easement approximately located on 5476 & 5460 Ridgeview Dr NW

Adopting a Resolution awarding a contract and facilities lease with Via Transit Twin Cities LLC for operating Rochester's public transportation system.

1. Approving the use of $334,000 DMC General State Infrastructure Aid (GSIA) funds for Heart of the City Improvements; and
2. Authorizing an advertisement for bids with a bid opening date of July 28, 2026, for the Heart of the City 1st Avenue SW Tree Well Paver Improvement Project  - Project No. J8625.
